N108 Solenoid Change - Now need help

03 ALH TDI with 448k miles on the clock. I had the P0216 code with a stumble that was increasing in frequency. I changed the N108 solenoid valve. The stumble/mis is gone. After clearing codes, the P0216 code returns and the glow plug light flashes still. The car performs respectably under 2000 rpm. After ~2000rpm the performance is really low. I do not have VagCom. I tracked the a few items with an OBDII scanner and the boost builds to 14psi around 1500RPM or so, but does not increase above that, even at 4000rpm. Any ideas on the issue? Is it possible for the N108 valve to function, just not correctly? Is it possible there is an issue with the timing or volume of the injector pump?
