measuring turbo emp

Hi, trying to get my turbo stop screw, and rod setup, and my question is about emp. I have a guage setup, tapped into the old egr spot on my tdi. I have read that I am to look for a 1.5 to 1 emp to boost ratio. Is this sustained, or do I worry about spikes?

Adjust rod to match actual boost level to boost request.

Stop screw - 0.1bar emp at idle is safe level.

So basically 0 emp at idle. Should there be any boost normally at idle? I never had a turbo, and never looked to see if the jetta where the motor came from had boost at idle. It was a vnt-15 though.
