1998 Jetta TDI won't start... clicking sound at white module under left dashboard

My 98 TDI Jetta was running find this morning until I want to go get some lunch, 5 hrs later.
The car acts like it has lost all power, no dash lights. Then it would come on again.

Now it is on, put my key in, step on the clutch to start, I would hear clicking sound right under the leftside of the dashboard. But still won't start, silence. I even tried to used another car to jump start, but it is not working.

I investigated it, the clicking sound came from a white module sits vertically right behind the left vent and the headlight switch. I could not find out what that module is.

Can someone help? What is that white module for?

That is the security Module. They have been known to cause issues. You can by pass the starter lock out by jumpering the two starter wires that go into the control module.

FIXED :p . It turned out to be bad battery. Got it replaced. I was able to crank up the engine using the booster pack. The clicking noise was due to the weak battery not providing enough juice for the car. So the relays start clicking.
