oil leaking out of the intercooler hose

While doing my 40k oil change I noticed that the IC hose located at the bottom, drivers side of the IC was leaking oil. The hose also fits loosely which leads me to think this could cause leaks.
Is this normal?
Since the hose fits loose is it causing an air leak?
How do I remove that fancy hose clamp?
