Non-Functioning Main Cooling Fan cause lower MPG ?

My primary radiator cooling fan is not working. Been meaning to change it but haven't had the time. Can this cause lower mpg?

I have a 2005 Golf 4-door TDI with the 5-sp auto tip-tronic. I used to get 39.5 to 43 consistently. Now I'm getting 35 to 38 consistently.

Not likely. Unless you have a short before a fuse and the alternator is working harder to make up the battery discharge loss.
The electric fan actually doesn't run all that frequently even when in proper working condition. A red light every block for a half hour will cause it to run. Any sustained movement over 30 mph will create enough movement of the rad through the air that the fan isn't needed to create movement of air through the rad.
