Wrong both are 5x112 (assuming the Jetta was a 2006 to 2017). I think your speedo may be off due to the tire size difference.02 jetta wheels are 5x100 passat wheels are 5x120 so the simple answer is no. But if you get some 15" passat wheels then there is no reason you couldn't use your tires.
doubt if 15" rims will clear the front calipers
Are you sure you have the correct steel wheels? AFAIK, the proper 16" wheel shouldn't rub.I wouldn't recommend anything below 17" for the NMS Passat. Even 16" steelies rub on the brake pad carrier.

Maybe OEM rims would. Admittedly, the rims I can speak of out of experience (not printed specs) were aftermarket. However, I would still take 17s over 16s any day because of that uncertainty.16"s work without issue
