02 jetta wheels are 5x100 passat wheels are 5x120 so the simple answer is no. But if you get some 15" passat wheels then there is no reason you couldn't use your tires.

Wrong both are 5x112 (assuming the Jetta was a 2006 to 2017). I think your speedo may be off due to the tire size difference.

doubt if 15" rims will clear the front calipers

This!

The 2015 Passat does use the same 5x112 bolt pattern as the 2011 Jetta, but the minimum wheel diameter for the Passat is 16"

For winter use, my 2015 Passat has 16" wheels originally from a 2011 Golf Wagon (I think), with Nokian Hakkapellita R3 215-60R16 winter tires.

The car was originally equipped with 19" wheels.

I wouldn't recommend anything below 17" for the NMS Passat. Even 16" steelies rub on the brake pad carrier.

Are you sure you have the correct steel wheels? AFAIK, the proper 16" wheel shouldn't rub.

I bought a set of 16 steels rims from Tire Rack and they did rub at the welds. I returned them for 17" but I believe VW has 16" rims that fit OK

16"s work without issue, OEM steelies are standard on Passat S that has the same 312mm rotors at the TDI. Tire rack has been hit or miss for their cheap china wheels.

For 16" alloys, you just gotta place the wheel weights properly, also low profile help, otherwise the caliper will pop them off and the wife will yell at you for being a buffoon and damaging her car and making her late for work, trust me cause this guy knows!

Other than that we've been running the same 16" snows wheels for the past 7 winters (gone through two sets of snow tires too).

Maybe OEM rims would. Admittedly, the rims I can speak of out of experience (not printed specs) were aftermarket. However, I would still take 17s over 16s any day because of that uncertainty.

I'll also add, the 16s DID work for the first couple seasons. Then, maybe rust was causing a minor rubbing that I could alleviate by seating the brake carrier further toward the hub, or adjusting the wheel mounting configuration to just BARELY clear the brakes, or wire brushing the rim. Point is: it's not worth the hassle, no matter what the spec says.

I'll chalk it up to Chinese junk rims, i have heard of other tire rack 16" steelies not working on Alltracks (same 312 front rotors) yet another batch of 16's from tire racks do work.

So yeah maybe check what brand/source of 16's but IMO it's well worth getting 16's as tires are cheaper, and sidewalls of 215-65-16 can't be beat, especially with the crazy freeze thaw cycles were seeing right now (-2F 3 days ago, 55F today).
