What works?

Can you put a Garrett gt1749v cartridge in regular vnt15 exhaust and compressor housings? Or a Garrett 15 cartridge in vnt15 housings? What is the turbo that comes on a 2002 beetle alh? Trying to search but can't find the turbo that comes on these so far.

VNT 15 on the '02 NB.

I doubt that the two are interchangeable!

Yes, a "full" GT1749 will fit on a NB.

Which Garrett are you talking about? If it is the VNT 15 ............. do a Google search for the answer!
