egr "readiness" and OB2 smog test

For the last three OB2 smog tests on my 1998 the egr readiness was "not ready", here in BC you can pass with one sensor set to "not ready", so I got through air care

It doesn't appear to matter whether the car is cold or warm, it is never ready

I have scanned the car and no codes show up, no check engine light

What possibly could be causing this condition?

How's the egr? Does it work? You can test the n18 valve with VCDS and a vacuum gauge. You can test the egr with a mity-vac.

There are just too many to list....
Many chip/tunes will show that way. They just write out the ECU's EGR monitor test. So it never runs, and therefore never fails, because most likely they've also disabled the EGR function.

The better tunes will place a "complete" state in the EGR monitor tray, instead. They always show ready, and never run the test. My Golf is like that.
