help on holidays and need quick idea/advice

Hi, I'm on holidays in Fort Myers and I noticed a soft hum or brushing sound from my rear right wheel. I do not hear it when driving faster than 40 mph or 70 kmh. If I have been driving for a long time and slow down I only hear it between 40 to 70 kmh, so it stops when I really slow down. When I just start driving I can hear it. I went the VAP MOTOR SPORTS, very nice guys owned by a guy from Quebec now. I suspected the E-Brake might be dragging, they checked and that was fine, They did spin both rear tires and the right side stopped sooner than the left but when driving around they did not hear it. Frequently people say its a wheel baring and I am o.k.at replacing it but a baring sound tends to be heavy and increasing with speed and this sound disappears with speed and is not heavy.

I have noticed the right spring is not sitting up-right it seems to be a bit twisted at the top. I have Shine RSS springs and they are shorter than normal.
