Is there anyway to do this besides ignition on/engine off?

I feel it's annoying to kill the car, or find a parking lot.

It’s in your owners manual
Shut engine off move wiper arm to on position then wipers should move halfway up the windshield or so
I think that’s how it goes

To do what exactly? If you are changing wiper blades, even though the owners manual doesn't say so, you should not be doing it with the car in motion.
