Jetta Mk3 fuel gauge broken

Hello. I have a 1998 jetta tdi with a fuel gauge thats stuck on empty. I pulled the connection off of the sender and jumped the connection, gauge still on empty.everything on the dash works, everything lights up, just no reading from the fuel gauge. What does that mean? Is there a fuse that may be blown?

Bad cluster.

How do you know the sender is good? How many ohms is it putting out?

wiring harness grounds at the engine?

I was thinking bad cluster too, whats the solution for this?

If it is a bad cluster then you'll need to find a suitable replacement or send it to Chubbs for repair.
