AC only kicks in when decelerating

Hello! I have an 02 TDI Jetta and my ac went about a month ago. It would occasionally come on momentarily and then cut out. Thought it was a low charge on the system, added Freon and overfilled due to a sticking gauge. No ac. Replaced the fan control module as i have had issues with it in the past, only ac when decelerating briefly, then ac cuts off when I’m closer to idle (ie pulling off the highway to a exit ramp stop). So, bled the excessive Freon thinking the high pressure sensor was getting triggered. At idle, During and after bleeding, still no ac. Any thoughts? Failed pressure switch?
The fact that I’ve had ac intermittently has me declined to think it’s the compressor that was replaced in 2013.
