Hi, I also have a problem with a Passat B7 1.6 TDI CR BM, at the first cold start during this period at temperatures of 10 degrees plus, somtimes have long crank and I start it, I wait 10-15 seconds and when I leave the place my tachometer oscillates from 1000 at 1300 rpm seems to be squatting, after the first departure it behaves normally, but with small bursts when changing gears. I suspect a flow meter or egr that is changed and I don't know what the brand is.
Today I removed the plug from the flow meter and the car behaved very well.
I made a log, I suspect the flow meter because it has moments when it far exceeds the specifics. What do you say it would be?

At the moment I have a predieselgate 9196 software.
When I bought the car I had a dieselgate 9978 software with which the car was engaged in normal accelerations in load, but if I removed the intake tube for the dieselgate that comes before the flow meter I had no problems just because I received an error on the flow meter.
