One engine fan not running

So i noticed during a recent interrupted regen that the fan noise from the engine seemed odd. I popped the hood and noticed only the smaller (passenger side) fan was running.

Any suggestions as to causes? Is one fan replaceable or is it the entire fan/shroud assembly?

Edit: Ah, alldatadiy.com (which I use for other cars) has the '13 Passat. Looks like the fans are individually replaceable, and it's fairly simple.

Just what I was going to say. Both fans always run together.
