1.9 TDi ASZ PD130 Overboosting Issue - 17965

Hi guys, I have a really weird issue which I'm trying to diagnose currently on my car.
So basically in town driving the car overboosts all the time if I press the accelerator any more than 1/4.
If you go on the highway, usually but not always the car starts to boost fine.
Things I've replaced already with a known working ones are as following :
All Vacuum Lines,
MAP Sensor,
N75 Valve(tried a few of them, all working),
Another PD130 turbo although mine works fine( I had all these parts as spare, so no money spent).
Things left to replace are pretty much the MAF sensor, ECU and possibly Engine loom.
I've flashed stock PD130 file and was doing the exact same issue. I attach 2 logs, on one of them the car overboosts and on the other is boosting fine.
Any help would be greatly appreciated as I am out of any new ideas apart from the ones mentioned above.
P.S. : I noticed that MAF values are not right when over boosting, but still haven't changed it.
