Is there an easy way to determine for end users if the car has tune? (eco, or stage 01)

Data logging with VCDS under block 11, or using a boost gauge, is typically your easiest way. With VCDS you'll be able to see that the boost requested from the ECM has been raised. Stock should be just under 1 bar.
