Can a bad fuel cutout valve cause bad mileage??

I have a 98 Jetta TDi and the last few tanks have been [retty low. got a s low as 36 mpg. now alot of those were city driving, and yes a little hard driving so I can account for that, but I took a road trip and with a tank of 95% highway miles at a speed of no greater than 75 mph I only got 38 mpg. I drove all of last semester to school and back, a 55 mile one way trip and that was going about 75-77 mph and still got 44 mpg.?? that big a big drop. I know the fuel cutout valve is bad when I took it into the dealer and a code came up on it for a sticking valve. so could this be the culprit?? I even inflated my tire to 42 psi for the last half ot the last tank. Thanks
