Apparently, after dealer requests a car to be pulled from one of those LotsOfNoReturn, it gets delivered to dealer. But, no title is coming, till they apply the appropriate fix and then notify VW about it. Not sure what proof is required, if any. May be a snapshot of a VCDS screen ?

Only then will VW issue the title, in dealer's name.

So, if you're a buyer of one of those and arrive to pickup your baby at a dealer 1-2 days after the fix was applied and car prepp'd for sale, chances are slim-to-none that you'd have your title that day.

You will end up with temp lic plate, or drive away with ... a dealer :) plate. Latter being better case as now you have something the dealer really wants back :)

Implication: in most states, they give your N days to register the car. If you lapse, there's often a penalty. In NJ, you have 10 biz days and then it is $25 penalty.

You cant register w/o a title. The BOS will have the date you picked up the car. The title could come weeks later.

Could some sweet talk save the day @ the DMV ?

The only way you are going to have the title in your name is if you pay cash for the vehicle, and even then you won't have the title in hand. It is mailed to you. I purchased a 2017 Passat SE with Tech for the wife for cash and got the temporary window sticker license that was good for 45 days and the registration, title, and license plates showed up 5 weeks later. At least in Washington state, part of the paperwork when buying a vehicle, new or used, from a dealer is the state registration paperwork. So you already have a vehicle registration in the system, just not the paper copy yet. Maybe it is different in NJ.
