I submitted mine on 2/24/2018 ('15 Passat SE 6M) and I got "the letter" today, 3/9/2018, so 13 days.

When did VW accept them after you submitted?

I don't remember exactly but it took 1 or 2 (business?) days to do the first stage acknowledgement that the right docs were uploaded, then it was in Limbo for another ~9 days where the status page said I had the correct documents submitted but that VW was determining if I had eligible status. I don't remember the exact terminology, but it was distinctive...the "stage one" was "did I submit the requested docs" was fast (~2 days), but "am I eligible" was slow (11 days).

Good luck.
