You will need tool to pull eeprom for cluster, than,

1.I don't know for "hello" but "welcome" you can do it by changing eeprom in cluster:
Change address 0x0417 from 02 to 6B

2.And also you can enable needle light up with light switch off or some combination with rest of cluster:
Change address 0x01ED from 30 to
30 – default, turn off all cluster lighting
33 – turn on info display lighting (clock & odometer)
35 – turn on gauge lighting
37 – turn on gauge and info display lighting (clock & odometer)
39 – turn on needle lighting
3B – turn on needle and info display lighting (clock & odometer)
3D – turn on needle and gauge lighting
3F – turn on all cluster lighting

3. And Enabling "Distance to Empty" Feature
Change address 0x0416 from C1 to E1

All this work with part No. above ,if you have 824 last 3 No. You can't do "welcome" or if you have 806 last 3 No. only needles you can do.
Also here is eeprom toll to change eeprom. This tool can't pull eeprom form cluster:

But if you don't know how to work with eeprom don't mess with it .

Vag Tacho ,and Vag dash com. This you can do only on MK4 jetta, golf or passat B5 and B5.5. on Immo 3.
Software is not cheap.Vag tacho link is "opelinfo.com"
and vag dash com is "vagdashcom.de"
But like I said if you newer work with this things don't mess with it ,because you can make your cluster useless.
It is not hard but ,if you not familiar with this stuff you can damage your cluster.
If you know how to work with eeprom then it won't be a problem.
