Deleting the EGR will not help.
How sure are you the new actuator is adjusted correctly?
In addition to vacuum lines, the connections on the charge air tract,
boost pipes-downpipe connections to and from the new IC?
You didn't mention intake manifold, but that's a side issue maybe.
