I'm gonna think outside the box for a minute...

I say NEITHER car will win since they won't go anywhere because they are producing POUNDS PER FOOT (lb/ft) as stated in the problem, not torque (ft-lbs). Neither of them will get off the line since they aren't producing any torque (ft-lbs).

There's a BIG difference between foot-pounds (ft-lbs), feet per pound (ft/lb), and pounds per foot (lb/ft).
