Ahhh, so the clear stuff is diesel? If you decide on a so called specialist, if its not some one recommended from this site, here is what will happen...they will change the tandem pump all the lines and the injectors with new seals, your bill will be several thousand dollars. They will not change the flange and in 6 month you will have a coolant leak.
If I were you I would start with the TP, the coolant flange is right underneath the TP, you cannot miss it. There is a plastic pipe you will be removing to get to the TP its right above the TP, there is an area of this plastic pipe which is a little thicker than the rest, this is where you drill and tap for your boost gauge.
This is not a difficult job, only 4 bolts hold the TP, its a little daunting to get to them. Go for it!
The Pierburg pump should work just fine
