Odd whine and consequent \'limp mode\'

Since the dealer took off the front bumper for a repaint everyday I experience problems. I hear a distinctive whine whenever, (particularly hearable at higher revs), I hit the accelerator. The car doesn't give the usual torque, and if I insist I'll get a 'limp mode' response...

The dealer thought that it could be due to MAF sensor malfunction, but after carrying tests became suspicious of turbo doing. Last time they thought differently, relating the problem with ECU malfunction, since, apparently, the turbo delivers adequate pressure.

I´m seriously doubtful on getting back to the dealer...

My Beetle has little over 100 000 km, and is Abt chipped (at the dealer) since 15 000 km. Never before had it got engine trouble.

Is it wrong to rather link this behavior with a leak or restriction in some hose? Or should it be turbo related due to excessive wear?

I believe that the dealer technicians are somewhat unexperienced on this and might just run up substituting part after part until the fault is resolved...

So any help appreciated.
