EURO CAR with ATJ engine - no OBD protocol - how to pass emissions

Customer of ours has a 1/98 production Passat with the ATJ PD115 engine in it. It's a German market car, so the ECU does not have the OBD2 compatible protocol.

State of NJ now requires all cars to pass the basic OBD2 scan for ready monitors, which this car cannot show. In fact, the state of NJ cannot connect to the ECU at all (though all our scanners pick it right up, albeit "NON OBD")

I've got e-mails to Rocketchip and Malone (neither replied yet) - but fishing for some ideas.

We were thinking of maybe getting an ECU from a US Market PD car and adapting it to the older emissions/turbo equipment of the ATJ engine (older style EGR valve and turbocharger vane control, like in the ALH)

Would love to hear your thoughts!

I am pretty sure a tuner should be able to update the ECU file so it supports OBD2.

I have to ask, how did this car get into the US?

Thanks! hoping one of the tuners will reply. what other tuners do folks trust with TDI's nowdays?
We have no idea how this car got into the US, but we're thinking it's a diplomat's car that was supposed to be taken out of the country or crushed, but was somehow resold. It's actually pretty cool. Plain cloth seats, climatronic, rear manual windows, 6-speed manual. I'd totally drive this every day!

I am thinking a MSA15 ECU from a 99.5 Jetta/golf/NB TDI should plug in and work but not 100% sure. I know I had a rocketchip ECU a while back that had a euro passat tune on it and it was working on my 99.5..

I'm not convinced its not readable because of the ECU but because of some wiring issue. You could try reading it with direct connection to k-line, you'd have to find the proper plenum plug and whatnot to tap into, to rule that out.


turbocharged798 - its not a VE TDI, its an early PD. Its EDC15.

I've sent you a couple things to check via e-mail.

this ecu model year definitely has OBD capability. It can be bench tested to verify functionality. (sometimes the ecu itself is defective) Worse case, if the wiring is bad, you can rig up the wiring to make the OBD plug work, by tapping into the wiring harness coming off the ecu and running wires directly to the plug.

readiness is no problem. They all have it in the 98 model year, just need to have it switched on to say "welcome to the USA"

Some of the early 115 hp cars had two chips (32 pin PPLCC) instead of 44 pin so it may not be obd flashable. But the necessary modifications can definitely be made on the workbench in any case.

Did you try to flash some US mk4 PD software into it?

That's what I am thinking as well. I am pretty sure the PD motor wasn't even invented in '98.

OK, I hate leaving threads unanswered. Client really loves his car, and won't sell it. so.... we're "Federalizing" his car.

We sourced a 2004 BHW car with a shot transmission and are swapping all wiring and emissions/EGR equipment onto the Euro car.

We'll see how difficult the wiring will be, but I think we'll manage just fine, since we have the whole donor car here!

After custom software on the ECU, and all emissions and wiring swapped, the car just got a NJ Inspection sticker. Success! Customer is ecstatic!

How much of a hassle was it to swap the wiring harness and ECU over to the 1.9?

You kept the 1.9 injectors? They played nice with the BHW ECU?

Engine remained stock. Not a huge hassle I'd say, but took us a while to work out all the bugs. ECU got tuned for us by Marin AKA "jetta ,97" drives QUICK and no codes!

Owner has it in the car, can use it for decoration :) Shame indeed, just barely doesn't fit, but hey - no more fake inspection stickers and police harassment!
