Impossible B5 turbo problem

Hi, I own a VW Passat B5 (3b) 2000mod 1.9 TDI And it has a little problem.
In order to get the turbo to work I have to wait until the car passes 2900RPM then I have to switch the ignition on and off and then it boosts VERY good!
I have purchased VAG-COM, started my car and scanned while it was standing still with engine running and these errors were found:

I have tried to scan while driving too but I only get the same errors.

I did some research on the area and figured I might as well purchase some new parts. So these are the ones I have replaced:

- GT1749V Turbo
- N75 Valve
- Vacuum Reservoir (the big silver mini-football)
- All filters in the car replaced
- 2 Different MAF's (one with resistor, one without)
- Original firmware for ECU

I have also applied air to the hoses to check for leaks but they are all fine.

Oh and one thing. Today I disconnected the one-way valve (white and black thingy) and I tried to blow in it with compressed air but it barely came anything trough. But this shouldn't have anything to do with my error or may this be the odd one?

Another thing is that the N75 is hanging loose, but that shouldn't have anything to say should it?

Oh, do anyone know the volt output on the N75 valve connector? I can measure it but I dont know how much it should be.

I have also tried bypassing the EGR by taking the middle hose from the N18 directly into the bottom of the E239.

I have used this drawing of the vacuum hoses: http://ktv.no/~bhr-ktv/myturbodiesel/firstpost/Vacuum.jpg it is from a Audi A3 2000 mod. (Engine Code: ALH) but I have heard that the vacuum is the same as for my car (Engine Code: ATJ)

17964 is logged as Turbocharger pressure - control limit not reached.

The first thing I would check is for an intake leak.

Following that regulating valve N75 should have 11-14V running between pin 2 on the plug and earth (if you have access to a multimeter), I would then check there is 0 resistance between pin 1 and earth. This way you know the wiring is intact.

You can resistance check the N75 valve, there should be 14-20 ohms between pin 1 and 2 on the actual valve.
